The Stakeholder Permit Manager is responsible for managing stakeholder interfaces and securing all permits and regulatory approvals required for airport construction projects. The role ensures full compliance with aviation regulations, safety standards, and airport operational requirements while coordinating closely with key authorities such as General Authority of Civil Aviation (GACA) and Riyadh Airports Company (RAC).What You'll Be Doing;Identify all permitting requirements for airport construction projects, including airside, landside, and infrastructure worksDevelop and implement permit acquisition strategies aligned with project schedules and airport operationsAct as the primary liaison with stakeholders, including GACA, RAC, municipalities, and utility providersPrepare, submit, and track permit applications, ensuring accuracy and compliance with regulatory requirementsCoordinate with internal teams (engineering, construction, safety, and environmental) to gather necessary documentationEnsure compliance with aviation regulations, safety protocols, and airport operational constraintsManage stakeholder relationships to facilitate approvals and resolve permitting challengesMonitor permit status and proactively address delays or regulatory issuesMaintain a comprehensive Permit Register and Stakeholder RegisterProvide regular reports to project leadership on permitting progress, risks, and mitigation plansWhat Required Skills You'll Bring;Bachelor’s degree in Engineering, Aviation Management, Urban Planning, or related fieldProven experience in stakeholder management and permitting within aviation or large infrastructure projectsStrong knowledge of aviation regulatory frameworks and airport operationsFamiliarity with GACA and RAC processes and requirementsExcellent communication, coordination, and negotiation skillsAbility to manage multiple permits and stakeholders in a complex environment10 Years of experience working on airport construction projects (terminal, runway, or airside works)Knowledge of environmental and safety permitting in aviation environmentsFamiliarity with project management systems and toolsStakeholder engagement and relationship managementAviation regulatory compliancePermit planning and coordinationProblem-solving and conflict resolutionAttention to detail and time managementParsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
