The Risk Manager is responsible for developing, implementing, and leading the risk management framework for complex mobility and rail programmes across the full asset lifecycle.The role ensures that strategic, technical, operational, safety, financial, and stakeholder risks are identified, assessed, quantified, and controlled for rail and wider mobility systems, supporting delivery of safe, reliable, and financially sustainable transportation services.What You'll Be Doing;Establish and maintain a comprehensive risk management framework aligned with corporate policies and standards.Develop risk management plans, procedures, and tools tailored to rail and multi-modal mobility assets (metro, LRT, commuter rail, BRT, on-demand services).Define and maintain risk taxonomiesEmbed risk management into all lifecycle stages: strategy, planning, design, procurement, construction, testing & commissioning, operations, maintenance, and decommissioning.Lead structured risk identification workshops with engineering, operations, safety, systems integration, commercial, and digital teams.Identify and document risks related to: Rail systems (signalling, train control, telecoms, SCADA, power, rolling stock).Stations, depots, park-and-ride facilities, and interchanges.Passenger experience, demand, ridership, and revenue.Timetable robustness, capacity, and reliability.Interoperability and interfaces between modes (rail–bus–micro-mobility–parking).Perform qualitative risk assessments using calibrated likelihood and impact scales across safety, service performance, cost, schedule, revenue, reputation, environment, and compliance.Support identification of systemic risks, including dependencies between assets, contracts, and external partners.Develop and maintain quantitative risk models for major programmes and portfolios.Integrate risk outputs.Provide risk-adjusted forecasts and recommendations for contingency levels, asset investment decisions, and phasing strategies.Work with technical, operations, and commercial teams to develop mitigation strategies for critical risks, including: Design changes and systems architecture choices.Safety and reliability improvements (RAMS, human factors).Operational concepts (timetables, staffing, procedures, incident response).Contract and commercial strategies (risk allocation, performance regimes, availability-based payments).Digital and cyber controls (access management, resilience, redundancy). Track mitigation implementation and assess residual risk levels.Provide structured risk input to key decisions, investment cases, change requests, and governance forums.Own and maintain programme-level risk registers for mobility and rail assets.Coordinate risk registers Standardise risk descriptions, owners, actions, and status across the portfolio.Produce concise and insightful risk reports and dashboards for: Executive leadership and boards.Government authorities, regulators, and funding bodies.Programme, asset, and operations management teams.Communicate emerging risks, key risk indicators, trends, and overall risk exposure in a clear and actionable manner.Work closely with Safety, Quality, and Compliance teams to align risk management with: Safety management systems and safety cases.Operational readiness and assurance frameworks.Regulatory and standards compliance (rail safety regulators, transport authorities).Support hazard identification and analysis (HAZID, HAZOP) and ensure integration with the broader risk framework.Contribute to incident investigations and root-cause analysis, translating findings into systemic risk controls and lessons learned.Identify and manage risks associated with: Interfaces between multiple rail lines, modes, and operators.Shared corridors, stations, and depots with third parties.Public–private partnerships, concessions, and joint ventures.Engage with external stakeholders (government agencies, municipalities, regulators, operators, maintainers, technology providers, communities) to understand and manage their risk perspectives and constraints.Support negotiation and management of risk-related contractual mechanisms, including performance regimes, liquidated damages, incentive schemes, and change processes.Apply asset management principles to evaluate and manage: Whole-life costs, condition, and performance risks for key asset classes.Obsolescence, technology transition, and digital transformation risks.Facilitate portfolio-level risk assessments across multiple lines, projects, and contracts.Support prioritisation of investment, renewals, and enhancements based on risk and value.Promote a proactive, transparent risk culture across programme and operational teams.Deliver training, coaching, and guidance on risk management tools and techniques to engineers, operators, and managers.Lead regular lessons learned and post-implementation reviews, feeding insights into future projects and operational improvements.Monitor industry developments, regulations, and best practices in rail and mobility risk management and update frameworks accordingly.What Required Skills You'll Bring;Bachelor’s degree in Engineering (Rail, Systems, Electrical, Mechanical, Civil), Transportation Planning, Risk Management, or a related field.Preferably a Master’s degree in Transportation, Systems Engineering, Project Management, Risk Management, or similar.Professional certifications (e.g. PMI-RMP, IRM, CRM, CEng, or equivalent) are highly desirable.10 years of experience in risk management, project controls, safety, or systems engineering within Rail, metro, LRT, or heavy rail projects, multi-modal or complex transportation systems.
