Job Description:The Senior Finance Specialist is responsible for the financial management, forecasting, reporting, and governance of Professional Management Consultancy (PMC) resources across the Projects organization. The role ensures effective planning, monitoring, and reporting of PMC headcount, budgets, forecasts, resource utilization, and staffing requirements to support informed decision-making and financial control.What You'll Be DoingManage and maintain the Projects PMC resource budget and forecast.Track PMC expenditure against approved budgets and forecasts.Perform detailed monthly variance analysis between budget, forecast, and actual costs.Develop and maintain PMC staffing plans and workforce forecasts across all projects and functions.Prepare resource-loading models aligned to project and business requirements.Consolidate and report PMC headcount, vacancies, mobilizations, demobilizations, and resource movements.Produce monthly resource and financial performance reports for executive management.Develop PowerPoint presentations and management reports for leadership review forums.Support annual budget preparation and periodic forecast cycles relating to PMC resources.Monitor resource utilization and identify opportunities for optimization and cost efficiencies.Coordinate with Project Controls, Commercial, HR, Procurement, and Project Teams regarding resource planning requirements.Maintain accurate forecasting of future PMC resource demand and associated costs.Support business cases, approval requests, and governance submissions relating to PMC staffing requirements.Develop dashboards, tracking tools, and performance metrics to monitor resource and financial performance.Ensure compliance with organizational governance, budget controls, and approved staffing plans.What Required Skills You''ll Bring Bachelor's Degree in Finance, Accounting, Economics, Business Administration, Project Controls, or related discipline.10+ years of experience in financial analysis, resource planning, workforce management, or project financial management.Experience managing large consultancy, professional services, or project-based resource budgets.Experience within infrastructure, construction, program management, or giga-project environments.Advanced knowledge of budgeting, forecasting, resource planning, and performance reporting.Strong experience preparing executive-level reports and presentations.What Desired Skills You'll BringAdvanced financial analysis and forecasting skills.Strong workforce planning and resource management capabilities.Advanced Excel modelling and data analytics skills.Strong PowerPoint and executive presentation development skills.Experience preparing staffing plans, resource forecasts, and resource-loading schedules.Ability to analyze large datasets and identify trends, risks, and opportunities.Strong variance analysis and performance reporting capabilities.Excellent stakeholder management and communication skills.Strong attention to detail and data accuracy.Knowledge of project controls, cost management, and resource governance principles.Ability to translate complex data into meaningful management insights and recommendations.Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
