Job Description:Parsons is looking for an amazingly talented Construction Manager (Saudi National) to join our Power Utilities Delivery team!What You'll Be Doing:Lead construction planning for power utility projects, including scope, schedule, resources, and budget.Review engineering drawings, technical specifications, and work packages for constructability and completeness.Coordinate with project managers, engineers, procurement, and field personnel to align project goals and deliverables.Develop construction work plans, sequencing, and outage or energization schedules for transmission and distribution systems.Direct and manage daily construction activities for overhead lines, underground cable systems, substations, and civil works.Supervise contractors, subcontractors, and field crews, ensuring work meets contractual obligations and quality standards.Monitor field progress, track productivity, and manage changes to scope, schedule, and cost.Conduct site inspections to verify compliance with drawings, standards, and applicable codes.Champion a strong safety culture in accordance with company policies and industry standards.Ensure all construction activities comply with OSHA, environmental regulations, utility safety rules, and local permitting requirements.Lead and participate in Job Safety Analyses (JSAs), toolbox talks, and safety audits.Manage incident reporting, corrective actions, and continuous improvement in safety performance.Implement quality control procedures and standards for power utility construction.Review testing and commissioning procedures for cables, transformers, switchgear, and protection and control systems.Oversee inspection, testing, and documentation for civil, electrical, and structural works.Ensure accurate as-built documentation and turnover packages to operations.Serve as the primary construction point of contact for clients, utility representatives, and regulatory bodies.Coordinate with internal and external stakeholders to schedule outages, access, permits, and inspections.Manage relationships with landowners, local authorities, and community representatives as needed.Support project reporting to senior management and clients, detailing status, risks, and mitigation plans.Support the development of construction budgets and cost estimates.Track and control construction costs, forecast variances, and implement corrective measures.Review and approve contractor invoices and change orders in line with contractual terms.Assist in tender evaluations and selection of construction contractors and suppliers.Coordinate pre-commissioning and commissioning activities for substations, lines, and underground networks.Ensure completion of punch lists, deficiency correction, and final inspections.Oversee handover to operations, including documentation, training, and asset acceptance.What Required Skills You'll Bring:Bachelor’s degree in Electrical Engineering, Civil Engineering, Construction Management, or related field.Minimum 10 years of experience in construction management within the power utilities sector.Proven experience managing field construction teams and multiple contractors on complex utility projects.Strong experience working with utility standards, grid codes, and regulatory requirements.Deep understanding of overhead transmission, distribution lines, underground cable systems, and duct banks.Comprehensive knowledge of substations (HV/MV/LV) and associated civil works.Familiarity with relevant industry codes and standards such as IEEE, NEC, NESC, or IEC.Proficiency in construction scheduling tools like MS Project or Primavera P6.Strong understanding of safety regulations and procedures for high-voltage environments.Excellent communication, coordination, and team management abilities in a field environment.Effective problem-solving skills under time and resource constraints.Ability to accurately interpret drawings, specifications, and technical documents.Professional Engineer (PE) or equivalent registration is preferred.Project Management Professional (PMP) or equivalent certification is preferred.OSHA safety certifications and utility-specific safety training are an advantage.Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
