Job Description:Parsons is looking for an amazingly talented Senior Construction Manager / Clerk of Works to join their team!The Senior Construction Manager / Clerk of Works is responsible for overseeing the quality, compliance, and progress of construction works on behalf of the client/consultant. This role ensures that all construction activities are carried out in accordance with approved drawings, specifications, building regulations, statutory requirements, and best practice. The post-holder acts as the client’s on-site representative, providing professional monitoring, reporting, and technical oversight throughout the project lifecycle.What You'll Be Doing;Monitor day-to-day construction activities across multiple projects or a major complex project.Ensure works are executed in line with approved drawings, specifications, contracts, and method statements.Coordinate with the client, design team, contractors, subcontractors, and suppliers to resolve technical and programme issues.Attend and contribute to progress, design, and coordination meetings, providing detailed site-based feedback.Review contractor construction programmes and flag risks to quality, safety, and timely completion.Inspect and monitor construction works to ensure compliance with: Architectural and engineering drawingsTechnical specifications and employer’s requirementsRelevant codes of practice, building regulations, and standardsIdentify defects, non-conformances, and workmanship issues; issue formal records and follow up to ensure rectification.Witness and verify key stages, tests, and inspections (e.g., structural, mechanical, electrical, fire stopping, finishes).Maintain detailed records of inspections, site observations, tests, and corrective actions.Review and comment on contractors’ quality plans, inspection & test plans (ITPs), and method statements.Support and uphold high standards of health, safety, and environmental performance on site.Monitor implementation of contractors’ health and safety plans and risk assessments.Raise and report safety concerns, near misses, and unsafe practices, ensuring timely resolution.Promote a culture of safe working practices and compliance with statutory requirements and company policies.Review drawings, specifications, and technical submittals for buildability, coordination, and compliance.Provide technical advice to the client and project team on construction methods, materials, and standards.Assist with the review of RFIs, technical queries, and proposed variations, providing site-based input.Verify as-built information, including record drawings, O&M manuals, and certification.Contribute to snagging / punch lists and oversee the defect rectification process prior to handover.Produce regular site reports covering progress, quality, safety, risks, and key issues.Maintain clear, accurate, and timely written and photographic records of site activities.Communicate effectively and professionally with contractors and the wider project team to address technical and quality matters.Provide clear recommendations and risk assessments to the client regarding construction status and any critical concerns.Support testing, commissioning, and practical completion processes, ensuring statutory and contractual requirements are met.Participate in pre-handover inspections, snagging walks, and quality reviews.Monitor and report on defects during the defects liability period, ensuring timely rectification by the contractor.Assist in final inspections and sign-off, including verification of completed works, documentation, and certifications.What Required Skills You'll Bring;Degree in Construction Management, Civil Engineering or related discipline.15 years experience in construction management, clerk of works, site inspection, or similar roles.Proven track record of managing and monitoring complex construction projects (e.g., commercial, residential, infrastructure, public sector).Strong understanding of building regulations, technical standards, codes of practice, and construction methods.Demonstrable experience in quality assurance, defect management, and compliance monitoring.Strong technical knowledge of construction materials, methods, and detailing.Excellent attention to detail and commitment to high-quality standards.Strong communication and interpersonal skills; able to challenge constructively and diplomatically.Ability to interpret complex drawings, specifications, and contracts.Sound judgement and problem-solving skills, with the ability to make clear recommendations.Effective report writing and documentation skills.Ability to work independently on site while maintaining clear alignment with the client and project team.Strong organisational skills and ability to manage multiple priorities and projects.Desirable:Professional membershipExperience working on mega projects in KSA / GCC (infrastructure) projects.Knowledge of digital tools for site inspection and reportingParsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.We truly invest and care about our employee’s wellbeing and provide endless growth opportunities as the sky is the limit, so aim for the stars!
